Both type of SEO are important for any website. First you need on page SEO, then after that you should move for off page search engine optimization.

Generally on-page SEO (whyte hat or ''legal' on-page) is much less dangerous. If you want off page SEO but do not want risks of it use social networks to get traffic. This can indirectly inlience your SERP position and less dangerous.

Both of them are important you can't leave one and move with others. So on page and off page optimization moves parallel.

We can say on page is the soul than its body without off page its quite difficult to get higher position in search engines for competitive keywords. In a simple language we can say off page optimization donít allow you to make any changes in the website. Itís the process of building back-links to website.
